Design of a model of the cognitive security system of Ukraine

Cognitive security plays a crucial role in today's hybrid, multidimensional conflicts: a general trend is the use of cognitive influence, cyber and information capabilities by states and non-state organisations to support armed confrontation and as independent tools.


The Mohyla Strategic Agency, in cooperation with representatives of ministries, the Verkhovna Rada of Ukraine, the State Service of Special Communications and Information Protection, and intelligence agencies, has developed a draft cognitive security system that protects an integrated information environment covering the infrastructure, data, and cognitive dimensions, and mutually reinforcing the capabilities of the state, society, and the private sector in the information environment.


The cognitive security system combines both "hard" solutions (development of information and communication infrastructure, cybersecurity, development of Ukrainian cyber capabilities, including security and military) and "soft" solutions (raising the level of information literacy, creating conditions for cultural growth, strengthening identity, developing a strategic communications system). It works to enhance the national identity, unity and resilience of society, ensure adequate protection against hostile information, cyber and cognitive influences, and build Ukraine's proactive, dynamic position in protecting national interests and values.
