A key characteristic of hybrid activities is the synchronised use of instruments of power by hostile actors, taking into account specific vulnerabilities across the entire spectrum of social functions. Accordingly, successful counteraction requires systematic and synchronised actions from today's defence structures. By deepening integration at the strategic, operational and tactical levels, as well as by strengthening cooperation and interoperability with partners, Ukraine's integrated defence system is capable of achieving multi-domain synergy and activating military potential in combination with other instruments of national power, effectively countering a wide range of challenges in various operational areas and dimensions of war and supporting broad national security goals.
