Developing key policies of the Ministry of Defence of Ukraine


In cooperation with the Ministry of Defence of Ukraine, MSA worked to strengthen Ukraine's defence capabilities by developing key defence policies of the Ministry of Defence of Ukraine and the General Staff of the Armed Forces of Ukraine together with experts and international partners.


The developed policies are based on the design of an integrated defence model that qualitatively accelerates the transformation of the defence sector and brings it closer to NATO standards. Main policy vectors:


  • Defence governance policy — a solid basis for creating policies and implementing a new approach to defence governance;

  • Human capital management policy — creating conditions for high-quality manning of the Armed Forces of Ukraine with motivated and highly professional personnel;

  • Defence resource management policy — implementation of an effective, transparent system of planning and rational allocation of resources to ensure the operational capabilities of the Armed Forces of Ukraine.


A systematic analysis of the above-mentioned dimensions allowed for strategic decisions to develop the capacity to create and implement national security models and gain strategic advantage in wartime, to change the culture in the Ukrainian security and defence sector, to develop strategic and systemic thinking, to develop the capacity to respond to hybrid threats in a synchronised and systematic manner, and to promote successful institutional reforms and inter-institutional cooperation.
