The M-S-A project in cooperation with the Ministry of Defense of Ukraine was aimed at strengthening the defence capabilities of Ukraine through the development of key defence policies of the Ministry of Defense of Ukraine and the General Staff of the Armed Forces of Ukraine together with experts and international partners.
The policies were formed based on the design of the integrated defence model, which qualitatively accelerates the transformation of Defense and brings it closer to NATO standards. Three main policy vectors were developed:
The policy of governance in the sphere of Defence is a solid basis for the creation of policies and the implementation of a new approach to governance in the sphere of Defense;
Human capital management policy — creation of conditions for high-quality staffing of the Armed Forces of Ukraine with motivated and highly professional personnel;
Defence resource management policy — implementation of an effective, transparent system of planning and rational allocation of resources to ensure the operational capabilities of the Armed Forces of Ukraine.
The systematic analysis of the dimensions mentioned above made it possible to make strategic decisions for the development of the capabilities of creating and implementing national security models and gaining a strategic advantage during military operations for changing the culture in the Security and Defense Sector of Ukraine, strategic and systemic thinking, and developing the capabilities of synchronous and systematic responses to hybrid threats and to facilitate the implementation of successful institutional reforms and the development of inter-institutional cooperation.
